Chatham House, in collaboration with The Senlis Council, is pleased to invite you to a high-level briefing on Opium Licensing in Afghanistan on Monday 21 November at 12.00 at Chatham House. This meeting will provide the opportunity for an informed, open discussion on how a policy of opium licensing in Afghanistan might make an important contribution to the country’s development and security. Mr. Emmanuel Reinert, Executive Director of The Senlis Council, will present the initial findings of The Senlis Council’s Feasibility Study on Opium Licensing in Afghanistan for the Production of Morphine and other Essential Medicines, following the release of the Study findings in Kabul, Afghanistan, in September 2005. Mr. Raymond Kendall, Honorary Secretary General of Interpol, will also speak on the security implications of an opium licensing scheme in Afghanistan. The meeting will be chaired by Dr Paul Cornish, Head of the International Security Programme at Chatham House.
