"Opium Licensing in Afghanistan: Bridging Development and Security"
The Netherlands Institute of International Affairs Clingendael, in collaboration with The Senlis Council, is pleased to invite you to a high-level seminar on Opium Licensing in Afghanistan on Wednesday 23 November at 15.00 at the Clingendael Institute in The Hague.
This meeting will provide the opportunity for an informed, open discussion on how a policy of opium licensing in Afghanistan might make an important contribution to the country’s development and security.
Dr. Peter van Ham, Director of the Clingendael Global Governance Programme and Chair of the meeting, will offer an introduction to the discussion.
Mr. Emmanuel Reinert, Executive Director of The Senlis Council, will present the initial findings of The Senlis Council’s Feasibility Study on Opium Licensing in Afghanistan for the Production of Morphine and other Essential Medicines released in Kabul, Afghanistan, in September 2005.
And Dr. Anton Haverkort, Research Manager of the Wageningen University and Research Centre will speak on Licensing Poppy for Medical Purposes: a Reconstruction of Agriculture and Economy of Afghanistan.
